The derelict site of the former P. D. Rasspe S\u00f6hne cutlery factory was acquired in 2015 by Wirtschaftsf\u00f6rderung Solingen GmbH & Co. KG to develop it as a new commercial site. The AAV - Verband f\u00fcr Fl\u00e4chenrecycling und Altlastensanierung based in Hattingen (NRW) is responsible for the remediation and dismantling work and has commissioned Prof. Burmeier Ingenieurgesellschaft to carry out a remediation investigation and draw up a remediation plan in accordance with Section 13 BBodSchG, including a dismantling and disposal concept and the dismantling plan.<\/p>\n\n\n

The commercial activity of the company P. D. Rasspe S\u00f6hne on the site to be redeveloped dates back to 1827. The former factory premises were used to manufacture step irons for components of agricultural machinery as well as saws and knives for large-scale industry.<\/p>\n\n\n\n

Some of the building fabric dates back to the beginning of the 20th century and was partially contaminated with pollutants due to the building materials used at the time and the industrial and commercial use. The subsoil of the factory site consists of up to 10 m thick fillings with mineral waste of various types, in which use-related accumulations of pollutants are stored. As part of the project development, extensive work was planned and supervised by Prof. Burmeier Ingenieurgesellschaft mbH on an area of approx. 7.0 ha on the way from industrial wasteland to a commercial site. Among other things, a total of 24 buildings with an enclosed space of approx. 150,000 m\u00b3 were demolished. Around 9,500 tonnes of waste were disposed of, whereby priority was always given to recycling and returning the waste to the economic cycle. For the subsequent utilisation, the site also had to be reprofiled with processed building rubble (approx. 20,000 m\u00b3) and on-site material (approx. 30,000 m\u00b3).<\/p>\n\n\n

Today, parts of the reclaimed commercial space have already been brokered to new investors by the City of Solingen's business development department. The aim of the city of Solingen is to develop the \"St\u00f6cken 17\" site in such a way that it fulfils the requirements of innovative, forward-looking companies. The preserved historical administrative buildings provide a creative contrast between the modern and the partially preserved historical buildings.<\/p>\n\n\n

The planning, refurbishment and dismantling work was carried out in 2016 until 03\/2022. Prof. Burmeier Ingenieurgesellschaft mbH carried out the following work, among others:<\/p>\n\n\n\n

  • Basic research for the overall project (historical research), participation in the definition of project objectives, participation in approval procedures<\/li>\n\n\n\n
  • Participation in the procurement of documents relevant to the location, including clarification of location issues and property assessment with regard to utilisation under private and public law<\/li>\n\n\n\n
  • Preparation of a bindingly declared remediation plan in accordance with Section 13 (6) BBodSchG, taking into account the more extensive planning law requirements<\/li>\n\n\n\n
  • Development of a demolition and disposal concept including implementation planning of demolition and refurbishment measures as well as estimation of the cost framework and preparation of demolition applications<\/li>\n\n\n\n
  • Participation in the preparation of the award and contract structure for the overall project, preparation of the award documents and participation in the award of engineering and execution services<\/li>\n\n\n\n
  • Expert supervision of the pollutant investigation (soil and building pollutants), soil sampling in accordance with LAGA M20 and LAGA PN 98, sampling of the building fabric and investigation of building pollutants<\/li>\n\n\n\n
  • Creation of a building pollutant register<\/li>\n\n\n\n
  • Evaluation of the pollutant analysis including risk assessment and recommendation for action<\/li>\n\n\n\n
  • Site management, on-site construction supervision and expert support for dismantling and soil remediation including coordination in accordance with TRGS 524<\/li>\n\n\n\n
  • Waste disposal management<\/li>\n\n\n\n
