Ecological construction monitoring in the course of various construction projects

Ecological construction supervision (ÖBB) generally ensures the realisation of a construction project in compliance with the relevant environmental and nature conservation regulations as well as the subordinate guidelines, standards etc.

Other synonyms used for ecological construction supervision - there is currently a wide variety of terms - are environmental construction supervision (UBB), ecological construction monitoring (ÖkoBÜ), ecological construction supervision or, especially in the case of Deutsche Bahn projects, environmental construction supervision (UBÜ).

ÖBB/UBB's tasks and priorities are primarily the environmental coordination, control and monitoring of the parties involved in the construction project, with the aim of ensuring compliance with legal regulations, environmental/nature conservation requirements and the conditions of the building permits for the respective construction project. Ultimately, this should ensure unhindered construction progress and the avoidance/minimisation of construction-related damage to environmental assets. At best, environmental damage can be avoided in this way, e.g. as a result of inadequate or inappropriate preliminary planning or a change in the actual situation in the meantime.

Other focal points of this work include informing and instructing those involved in construction as well as continuous documentation (reporting) and preservation of evidence. Ideally, ÖBB / UBB supports the project sponsor as early as the planning phase and throughout the construction period and, ideally or if necessary, also maintains close contact with the approval and specialist authorities.

However, a distinction must be made between tasks and responsibilities. The ÖBB/UBB accompanied the construction work, but does not provide any technical supervision of the construction work. The ÖBB/UBB advises The contractor is involved in the construction work, but does not act in the spirit of the construction work.

Due to the technical requirements and the extensive range of tasks, ÖBB/UBB therefore normally consists of a Team of specialists. Only in the case of small projects with low and definable environmental relevance can a single person cover all the tasks of ÖBB/UBB.

Based on a number of sample projects, this is where our practical focus lies:

  • Monitoring the implementation of avoidance and mitigation measures, e.g. those defined in the landscape conservation plan (LBP), to avoid prohibitions within the meaning of Section 44 BNatSchG,
  • Monitoring of protective measures for neighbouring existing trees including their components (crown, trunk and root zone) by means of generally recognised regulations and technical standards for tree protection,
  • Ensure that felling and construction site clearance is carried out outside the breeding and settling season, i.e. in accordance with the statutory closed period in the winter half-year,
  • Exclusion of occupation of trees to be felled by bats or breeding birds prior to felling,
  • Inspection of existing buildings for the presence of breeding birds and/or bats prior to planned demolition, etc.

In addition to Deutsche Bahn, Mull und Partner Ingenieurgesellschaft mbH's customers in this context primarily include private clients, e.g. from the logistics development sector.
